Our guest speaker fro Dec. 3, 2018, was Secretary Rhoda Wilson’s brother, Clinton Branscombe, who was introduced and thanked by Rotarian Paul Kearley.
Clinton gave us a very informative talk on Parliamentary Law, based on the book “Robert’s Rules” by Henry Robert, 1863.
Robert was a first lieutenant and asked to serve as an officer in his church. In the mid-1920s, he needed to run a meeting and left the meeting vowing to never lead another session without understanding Parliamentary Law, “How to Conduct Business and Accomplish Something”.
Six General Principals of Parliamentary Law
1. It permits a group to make a decision in an orderly fashion.
2. The majority rules, a democratic decision-making method.
3. The minority must not suppress, must listen to everyone.
4. Every member has the right to be heard and hear what other members have to say.
5. Every member has equal rights, privileges and responsibilities.
6. Members have a right to know what’s going on. Any member can ask for clarification.

Types of Motions
1. Main motion- gets business done, the subject brought to assembly.
2. Subsidiary – does something to main motion ex postpone indefinitely.
3. Privileged – important motions that cannot wait.
4. Incidental, questions about procedural matters. Restorative, bring back motion previously dealt with.

Doing Business
1. Member makes a motion.
2. Another member needs to second it.
3. The Chair states the question on the motion.
4. Members debate the motion.
5. The Chair puts it to a vote.
6. The Chair announces the vote.
